AAA Chorus Form with Fills

I'm fuzzy on instruction at 57 seconds of the video: "AAA Chorus Form with Fills."
I think I have the main idea: We should play a fill that differs from the A Lick in terms of character. This is so the listener hears a distinct difference between fill and lick.
Here's the instruction at 57 seconds, paraphrased: It's a good idea to play the fill higher than the A Lick. If our A Lick is say 4 draw, 3 draw, 2 draw, we might not want to start our fill on a 4 draw or a 2 draw. We might want to start on say a 3 draw or a 6 blow or a 5 draw.
I'm unclear on the meaning of playing the fill higher than the A Lick. Does that mean start the fill on a higher note, higher numbered hole, higher octoave, or perhaps there's another meaning.
I sometimes get lost in minutiae at expense of the main idea. I may be making something hard that's not.
I'd appreciate any light on the subject.

Hello Britt. You got it... higher note, higher numbered hole, higher octave... any of these. The idea is simply to make the fill lick sound different. Moving up or down the harmonica, to a different range, or presenting the lick with a different texture (using shakes, two-note combinations, etc.) can be helpful to change things up.
