Hello Paul. The 1' going to happen in the back of the mouth, with the back of the tongue. If you're tongue blocking, focus on lowering all of the tongue except for the very back. If you're puckering, move the tongue straight back, not focusing on the upward movement like you usually do with other bends. Experiment, experiment, experiment, you'll get it.
P.S., practicing on your highest-keyed harmonica can be helpful... then moving down one key, and then another, and then another until you get the harp you're having trouble with.
