I don't know the answer, but I'm sure you win.
At first sight I thought it was a primitive Lee Oskar, because I know Junior loved this brand and was real friend with Oskar, but that was impossible at that time.
Has to be a modified marine band. In one of Glenn Weiser books he writes a conversation with Wells and Junior didn't speak very well about Blues Harp Model. He said it was a marketing harp, and it wasn't any good.

It appears to be a Hohner Blues Harp--a precursor to the Special 20--circa '70s
Back then, Hohner created "non-vented" cover plates that would be nailed onto a standard Marine Band comb and reed set.
