Great question... it's used for the higher-pitched reeds. On the C Harmonica for example, this would be the 6 draw and above... or D Harmonica 4 draw and above... or G Harmonica high-end blow bends...
This is also the case for the 3 draw... controlling the 3'. If you work on your higher bends, your 3 draw half step bends will also benefit.
Cool. Same principle, you just have to get used to controlling the tongue further forward... focus more on humping up, not the back movement. Keep at it, you'll get it... it takes time.
...i was just yesterday having the very same issue......i sussed out the movement closer to the front of the tongue, but i seem to fatigue quickly..guess it takes a little while to develop the muscle memory
This is very common to someone new to bending (in a tongue block or pucker). Your body is comfortable using the back of your tongue, but not the middle and front. The focus is on how to control the front of the tongue ("SH" area). Go through the Bending Level 1 videos again and work the front of your tongue.
