'The Panel plays' performance video
At about 1:10 in 'The panel plays' video, Joe Filisko plays his first solo and uses a lot of percussive effects - he seems to be blowing sharply into the harp without sounding a note. How's he getting that effect? It doesn't sound like the 'kiss-pop' technique I've heard, but it seems like a really cool technique to have for solo harp tunes. Also sounds like the kind of effect that might show up in train rhythms.

the pull-slaps are the same as the reverse slap?

I have not heard of the term "reverse slap." From its descriptive name I would assume this to be what Jerry Portnoy calls a "Lift." This is where the tongue comes off the face of the harmonica (you're playing a 4 draw with your tongue blocking holes 1-3 for example) without an articulation.

i put that question because recently bought the book "Masters of the Blues Harp" of Glenn
Weiser and in it he speaks of this technique he called "reverse slap",
and speaks also of pull-slaps ,where talk about you :)

There are two elements of what he's playing...
1) He's using pull-slaps for his Rice Miller licks. A pull-slap is created by starting with a pull and then slapping down immediately. The result is an articulated slap.
2) The "without sounding a note" effect is where he blows... most commonly on the downbeat... a chord with the "tu" articulation. It's a rhythmic effect which is also good for getting rid of air.
