Tremolo on 8 draw on...

I have 2 Special 20s in the key of A. The 8 draw draws freely on both. On one I can perform a throat tremolo on the 8 draw, and on the other one it chokes off the sound.
What do you think is the cause?

As in increase the gap on the 8 draw reed?

Thanks...it's amazing..
Thank's David, that did the trick. A bit of trial and error. First I raised it too far, then went too far the other way, then decided to compare with the 8 draw on the harp i wasn't having an issue with, and matched to that. Tremolo now works perfectly on the 8 draw. Amazing what you can get done with a bent paper clip and a safety pin :)
I really need to invest in some proper tools.

I took the harp apart and plinked the 8 draw reed and now it's better, though still not as easy as on the other Spl. 20
